What Code M is, when it applies, who does what, and how to run a Code M-compliant commissioning process from briefing through to seasonal fine tuning.
Commissioning Code M is the management code — it governs how commissioning is planned, resourced, programmed and verified, not how you balance a duct. It sits above the technical codes (A, B, C, R, W) and is the document a client should be contractually referencing when they appoint a commissioning manager or independent commissioning agent.
Any project where building services are complex enough that commissioning cannot be left to the trade contractors to self-manage: hospitals, data centres, laboratories, Premium Grade commercial, and mine-site non-process infrastructure. In Australia it is routinely written into MEP specifications and Green Star documentation.
Code M splits responsibility between the client, designer, commissioning manager, installing contractors and specialist commissioning specialists. The critical point is independence — the commissioning manager should not report to the party whose work is being witnessed.
Briefing and strategy, design review for commissionability, tender and procurement, installation and static completion, pre-commissioning checks, setting to work and regulation, performance testing, witnessing, and post-handover fine tuning through the first seasons of operation.
Commissioning appointed too late; no commissioning programme within the master programme; no defined witnessing regime; static completion signed off before it is real; and no seasonal commissioning provision after handover. Each of those is a foreseeable, avoidable handover delay.
