What is Building Commissioning in Construction?
Building commissioning is the structured quality process that proves a building's systems — mechanical, electrical, controls, fire, hydraulic and security — actually deliver what the owner asked for. This guide walks through what commissioning is, why it matters, and the six stages every project passes through.
A working definition
Building commissioning is a documented, owner-led process that verifies all building systems are designed, installed, functionally tested and operated in accordance with the Owner's Project Requirements (OPR). It is governed by frameworks like CIBSE Code M, ASHRAE Guideline 0 and BSRIA BG guidance, and runs from the earliest design conversations through at least the first year of occupation.
The goal is simple: hand over a building that works on day one and keeps working. The discipline that gets you there is anything but simple — it spans hundreds of pre-functional checks, functional performance tests and integrated systems tests across every plant item, controls loop and life-safety interlock in the building.
Why commissioning matters

The six stages of building commissioning

Preparation
The owner defines the Owner's Project Requirements (OPR) — performance, comfort, energy and operational goals. A commissioning agent (CxA) is appointed and the commissioning plan is drafted. Roles, responsibilities and acceptance criteria are agreed before design begins.

Design
The CxA reviews design documents against the OPR and the resulting Basis of Design (BoD). Commissionability, maintainability, metering, control sequences and testability are challenged early — when changes are cheap. Specifications, schedules and the commissioning specification are issued for tender.

Construction
Installations are checked against the design intent. Pre-functional checklists, manufacturer start-ups, static and pre-commissioning activities are witnessed and signed off system-by-system. Issues are logged and closed before dynamic testing begins.

Testing
Functional Performance Testing (FPT) and Integrated Systems Testing (IST) prove that equipment, controls and integrated systems behave as designed under normal, off-design and failure-mode scenarios. Results are documented against the OPR — no test, no handover.

Handover
Operation & Maintenance manuals, as-built drawings, training records, asset registers and the Systems Manual are issued. Operators are trained on the systems they will actually run. The Commissioning Record provides the audit trail of every test, deviation and acceptance.

In-Use

Types of commissioning
- New-build commissioning

- Retro-commissioning (RCx)

- Repeating commissioning on a building that was previously commissioned, often after a major refit or change in use.
