Design
- Commissionability review of every MEPF system
- Test ports, valves, access and metering confirmed on drawings
- Performance criteria and acceptance tolerances defined
- Witnessing regime agreed with the client
Procurement
- Commissioning obligations written into each trade package
- Specialist commissioning contractors identified
- Commissioning programme integrated into the master programme
- Documentation and handover deliverables scheduled
Installation & static completion
- Installation checks completed and signed by area / system
- Pipework flushing, cleaning and chemical treatment verified
- Electrical dead testing and point-to-point complete
- Static completion certificates issued before energisation
Setting to work & regulation
- Plant energised under a controlled permit process
- Air and water systems balanced to design tolerance
- BMS points proven end to end
- Controls strategies demonstrated against the design intent
Performance & integrated testing
- Integrated systems testing (IST) scripts written and witnessed
- Black start, fire mode and emergency scenarios proven
- Redundancy and failover demonstrated at full load
- Defects captured, categorised and closed out
Handover & post-occupancy
- O&M manuals, as-builts and asset register verified
- Client and facilities team training delivered and recorded
- Digital handover pack issued
- Seasonal fine tuning scheduled for the first 12 months
